The mission of this division is to work as a team to provide communication direction and assistance, and to help Department of Roads’ management and employees present the right information more effectively within and outside the Department.
Whatever the service or deed we render, quality is our goal.
The Communication Office is responsible for:
- Advising, developing and reviewing policies, programs and procedures pertaining to the Department’s communications, community relations, and public involvement processes.
- Providing communication planning, coordinating of special programs and media relations for the Department.
- Preparation and distribution of information pertaining to Departmental issues and activities through news releases, publications/brochures, newsletters, the agency website and social media, as appropriate.
- Preparing public notices, information releases, and fliers for NDOR public meetings and hearings.
- Performing specific writing, editing and public relations endeavors; providing assistance as needed to the Director, Governor, public officials, citizens, Department employees, and coordinating various Department-related events.
- Planning and producing public awareness campaigns for safety, construction, maintenance, essential operations, and timely issues, as needed.
The office of Web Communications manages, oversees, and coordinates the development, maintenance, and expansion of the NDOR internet, intranet and mobile websites.
Rapid growth has made the NDOR site one of the top five most accessed sites in Nebraska State Government. As new technologies become available, they are tested and added to the site when appropriate.
Many pages on the NDOR site are subscribable via the Gov Delivery system, allowing subscribers to receive email notification when items on pages change.
Travel resources include web access to the 511-ATIS (Advanced Travelers’ Information System page, with links to real-time weather information, as well as highway cameras across the state. The Map Library includes downloadable county maps, as well as a number of specific variations of the state highway map. Monthly construction and detour maps (available April-December) can also be downloaded.
Those who do business with NDOR have access to various monthly, weekly, and daily reports, contract letting information, construction specifications, and other related information that helps to achieve user goals most efficiently. Contractors can view/download letting plans from the site, saving time and money. Those wishing to get permits on right of way areas can download the forms online.
The NDOR site contains links to all NDOR divisions and districts, current highway projects under construction and a large photo history of the agency. It also features links to transportation resources not directly under the authority of NDOR, such as air travel, motor vehicle licensing, train schedules, bicycle guides, scenic by-ways, and recreational resources within the state.
The continued successful operation of the NDOR website is a key factor in the agency’s ability to meet its current and future goals, while fulfilling the expectations and needs of those whom NDOR serves.

The Public Hearings Office is responsible for:
Coordinating with key Department staff, the Nebraska Highway Commission, and with local officials the planning, scheduling, and conducting of public hearings/meetings. This includes:
- Logistics for all meeting locations.
- Preparing and placing advertisements and public notices.
- Preparing hearing formats, handout materials.
- Operation of the public address system and recording equipment.
- Preparing and distributing hearing/meeting transcripts/records.
- Maintaining/archiving official record of Department public hearings.
This position also provides staffing to the State Highway Commission, with support from Communication Division personnel.
Provides informational and technical support for internal and external communication, in all modes, and is composed of the following units and their responsibilities:
- : Accumulates, files, and maintains in a current status, record copies of all documentation, material and records that identify operational and functional actions which support the Department’s primary objectives. Stores and maintains for checkout or reference all inactive, long-term, and permanent Department records. Microfilming is done by the Department’s Records Officer as prescribed by State and Federal procedures and regulations.
- Houses research materials, collections, and information which is provided in print and online through the AASHTO EIS, and on the INTERNET. audio-visual equipment is also available for NDOR personnel.
- Receives and routes incoming calls to the offices in the Department. Greets and directs visitors to locations within the Department. Provides limited clerical assistance. Serves as proofreader for the Information Processing Center.
- Responsible for providing numerous word processing services to the Department’s Divisions and Districts. Provides various clerical assistance services and various information processing.
- Provides offset printing, copying, duplicating and other document production engineering services for agency business purposes.
- Provides graphic arts and design and typesetting support for all department activities. Formulates and implements policies, procedures and quality standards for controlling, designing, production, and usage of forms in both printed and electronic formats.
- Consists of general photography and film processing of aerial photography, official portraits, groups, meetings, construction projects, special events, and video production.
- Mail: Mail Services distributes incoming, outgoing, and inter-office mail for all service locations.
