Responsibilities

The Quality Management Section (QMS) is responsible for quality assurance for Federal Aid transportation projects.  Other responsibilities include revising the LPA Guidelines Manual for Federal Aid Projects; qualifying local public agencies (LPAs) to administer Federal Aid projects; training and qualifying responsible charge (RC) persons; reviewing and making recommendations for appeals from LPAs; performing internal audits on local projects, procedures and documentation; and coordinating the Emergency Relief program.

FY 2011-2012 NDOR Local Projects Workforce Development Project

Per the signed memorandum of agreement between NDOR and FHWA-NE, NDOR will utilize Core Federal Transportation Program funds for training and workforce development.  Many of the educational opportunities provided through this funding are administered by Nebraska LTAP.

Allowable expenses directly related to participation in approved activities are reimbursable for the following persons:

• LPA Responsible Charge Persons (RCs)

• LPA personnel who work on or may work on Federal-Aid transportation projects

• LPA elected or appointed officials who make transportation decisions for their LPA

• NDOR Local Projects Division leaders and staff

• NDOR State Representatives (SRs) from the NDOR District Offices

• Other NDOR employees who work on Federal-Aid transportation projects
